  1. Request letter in Spanish indicating email or phone number for notifications. It is essential to indicate the desired electoral domicile (where you will vote in the next elections):
    1. Embassy of Costa Rica in Berlin, if you want to vote in Germany. Click here to learn more about voting abroad.
    2. Exact address of a home in Costa Rica, even if you do not live or plan to live there.
  2. Copy of both sides of the the expired Costa Rican identification card.
  3. If the card was still valid but stolen: police statement reporting theft made at the nearest police station. If the card was still valid but got lost, please state it so in the request letter.
  4. Filled out copy of the application form.
  5. 2 photographs with the following exact specifications:
    1. Background: white.
    2. The shoulders must be the bottom corners of the photo.
    3. Exact size: 4,5 cm high x 4 cm wide
  6. 8,35 Euros in German stamps to cover the costs of mailing the documents to Costa Rica.


If the documents are complete and correct, an appointment at the Embassy or Honorary Consulate will be scheduled to fill out the original application form. Please bring the expired Costa Rican identification card to the appointment.

The "Tribunal Supremo de Elecciones" will issue the "cédula de identidad" and send it to the Embassy or Honorary Consulate. The withdrawal of the "cédula" must be done personally.
